1. Check other search engines for backlinks (if there are a lot Google should index the site)
2. Check Google for the URL to see if indexed (if there are links they should be listed.)
3. Check meta tags and robots.txt to make sure Googlebot not excluded.
4. Look for reason for ban if not listed

no, not necessarily.
I think if the site is fully indexed it can't be banned.
And one of my sites got PR0, and the link: command shows zero backlinks but it ranks as well as before with PR6. The PR0 was caused by a problem with domain.com and www.domain.com. So no ban, and no disadvantage for my linkpartners.

You shouldn't over-simplify the evidence of a ban.

You didn't read what I wrote. I said nothing about the links: command in Google. I said check other search engines to see if the site has backlinks - if there are plenty, then Google should index it...

I didn't. You charactarized my reply for what it wasn't.

What do you think in other views like if you site haven't banned by Google but it doesn't show your site in Serp? It is too hard on identify why your site haven't been ranked in Serp.

If you visit a website with the Google Toolbar [toolbar.google.com] then you can see it.
