Is multi domains cross linking a problem?

Would Google consider this as spam.

A company has between 30-50 sites all cross linking
from multiple pages to each other most have PR4 and above.

This company uses domain names such as

www.widget-blue-widget
www.wide-blue-widget
www.wid-blue-widget
www.wi-blue-widget

And it carries on and on like so.

Blue-widget being the main targeted key word for all sites and the first word of each site being a secondary targeted keyword.

So in fact this company has around 40 sites all targeting 1 keyword and is in fact taking over the top 20 serps for this keyword.

Any advice would be appreciated I don't want to complain if this is ok but it seems crazy to me.

Sure sounds and smells like spam to me.
