We have a recently banned site that is daily visited by google and we will setup links to new domains
The links from recetly banned sites have any penalty? are passing PR? googlebot will spider this liks?
Does anyone have any advice? Thanks in advance.

If Google still crawl your banned site they will learn about the existence of your new domains that way. But that may be of little use. You should not expect them to get into Google's index before they have links from websites that are not banned.
