SEO basics, anchor tags over several levels

I am new to website optimization and helping google to find out whats relevant content and what isnt.

Lets start with a simple example.

Assuming my website has content people are likely to search using "keyword-a keyword-b"

Assuming 2 related websites should reference my website, which would be the best solution.

A. website 1 links with an anchor tag "keyword-b"
B. website 2 links with an anchor tag "keyword-a"
C. both sites link with anchor tags "keyword-a keyword b"

D. website 1 links to an internal site with "keyword-a keyword-B" where "keyword-a keyword-b" occurs and links to my website using either. the same for website 2.

D.1 keyword-a
D.2 keyword-b
D.3 no keyword

E. see above bit keywords are shared across website 1 and website 2

Are there there 2 principles that have the same effect?

either keywordsi n anchor tags or no anchor tags and keywords within the content?

If the sites are truly different and isolated (whois, IP's, content), then I would say one link from each, one with keyword-a and one with keyword-b.

Put both keyword-a and keyword-b on all three pages.

would be the right thing to do.
