Country-specific domains?

I have a client that wants to rank in the foreign language Google search engines. To rank in these foreign engines, do the sites need to be in the country-specific lanugage? Do they need, or does it materially help, to have these domains use the country-specific domain names, like .uk for the UK?

I don't think Google looks at the address but looks a what country the request for listing is in, in my experiance anyway. The UK engine shows up results in English form other countries sometimes.
