I assume that this is because links.htm pages do not show up in the backlink samples displayed by Google. Just because a link is not in backlinks sample does not necessarily mean that it does not pass PR (otherwise how do all those PR1,2 & 3 sites that have no backlinks in the sample displayed get there PR?)
When these arguments went on, I always went and checked the backlinks of sites that were linked to by one of my links.html pages - some of them did show up as backlinks - so I did not believe that Google were "fltering" links.html pages - about 3 months ago that changed - the pages did stop showing up in the backlink samples of the page they linked to, so I started to become a believer.
Just now I did this search... (sorry MODS if this is too much of a specific example).
Searched Google for links.html (got >3 000 000 pages)
Clicked on first results (a travel state gov page)
Clicked on the first link on that links.html page (embasy in kabul)
Checked the backlinks to that page...
Of the 65 backlinks in the Google sample, there were some with links in the name, including the links.html page clicked on above.
I am now not a believer.

Google show 49 sites in the sample. 4 of them are from pages with .com/links.html (they are all PR4 pages)
Another PR5 .com.au site I just checked had 27 links in the sample, two of which are .com/link.html's (they are PR4 & PR3)
They weren't there last week.
