SERPS, PR and dynamic links

I have a website with a page displaying the above url. Granted that PR is not that big a deal anymore, I still take note of the fact that the page is a PR3. With more PR on the home page I'd imagine the PR could easily to go a 4 or 5. Naturally the page is in Google's index.

Do we know if, in terms of the page's ranking value in the serps, whether this page would have more value if the url was just www.mysite.com/stuff.htm?

I'm thinking that, all else being equal (page content, title, total words, links, etc.), a dynamic url this short is as good for the serps as a static url. Agreed?

yes - much more. Not just because gb has a predisposition to like static urls, but because people will link to it about 10,000% more than a dynamic url (no one links to dynamic urls - thus, no chance at pr)

Not always true. I have a few links from local directories to urls like www.somesite.com/filename.php?state=ct

Still, it's ugly. If I had known then what I know now....

The dynamic URL you use has absolutely no descriptive value to it. If google looks for keywords in the URL (they do have the inurl: command after all) the would it not be better to have "catid=stuff" than "catid=8"?
