How to Get Two Top 10 Listings?

I've seen this many times, the same website has 2 search results one next to the other, the 2nd one being slighly indented.
is this by change or is this yet another seo skill? if so, what's it called and threads on it?

It is simply where two pages of the same site are optimised for the same phrase, e.g. the home page and a product page.

It is very easy make sure your site has 2 pages that are optimized for the same phrase. The best way to do this to have your main phrase be the begining or end of 2 phrases. Have one page be about cheap blue widgets and the other be for inexpensive blue widgets. Now if someone types in blue widgets you have 2 pages there. If you want to have 2 for both longer terms above then have your title be cheap blue widgets and inexpensive blue widgets on one page and the other be inexpensive blue widgets and cheap blue widgets. Then spend more effort on one of thoes terms per page. Make sure you mention the other term at least once on that page as well.
