I have many inbound links but only PR3

I have a site that has been active for over a year. It has a PR3.

Here is the problem:

When I use the Google tool bar backward links it only shows one link. link:http// . When I type in
link: http:// (with a space between the : and http) I show 741 links. When I type in link: www. (leaving off the http, I get 10,800 links.

I know I have links from several high PR sites (from 5 to 9).

Can anyone tell me what's going on here. And why I don't have a higher PR and what I can do about it.

You need to gain some patience.

You cannot create a change in your position instantly, it will take time for backlinks to take effect. They will each be counted when they are found by the Googlebot.

Welcome to WebmasterWorld.

There is an unspecified (unpredictable) lag in Toolbar Page Rank update. Takes unknown amount of time for TBPR to update, and usually it is only an approximation of what G might be using for ranking. Nothing to sweat about...

The difference is that link without space shows backward links while a search for 'link: xyz' shows pages that contain 'link' and 'xyz' (not taking into account if there is a backward link or not).

Google doesn't show all backlinks but only those with high enough PR.

And why I don't have a higher PR and what I can do about it.

Several reasons can cause this, e.g. too many links on the pages which have a link to your page, PR isn't transferred from those pages or the PR shown in the toolbar doesn't correspond to the current value.

Another possible reason: a site with a decent number of backlinks that is PR3 can hint of a penalty (happened to me once).

Not exactly, we have several thousand backlinks, many with high PR that never show up at all.

i have a site like this.Its pr3 when by rights it should be pr6.It suffered a expired domain penalty and despite having hardly any old links left and many new ones including dmoz and google directory listings it languishes.
Look at the possibility that your site may have had a life before.
