Do Google ignore outward links on links.htm / link.htm pages?

I'm sure that when you do a Google link check on a website, Google doesn't list any www.domain.com/links.htm anymore .. or ones similar such as links.htm
Does this mean it is now pointless (where link popularity is concerned) to reciprocate with somebody if they are going to link to you on such a page?

I noticed a couple of days ago that my links.html page is white-barred (0 PR). It used to be PR 3 or 4 (only one inward link).
This may be due to other factors - I'm not sure yet - but it was unexpected.

Thats easy to figure out for yourself.
Just check the backlinks to any site to see if pages of that name are pointing to them. I have not been able to find any "links" type pages in the backlinks of sites for some time now.
If they don't show up in the backlinks what good are they?

No. We have links-page.html on two of our websites, they both have pr4 and both get crawled daily and indexed with no problems at all. I would look for other reasons for the pr0 kaled.

From my limited reading/research it looks as if links.whatever is gone but something-links.whatever still flies.

that can't be ours is links-page, there is no evidence in this theory at all just speculation.

links-page.html has nothing to do with links.html and links.htm pages usually being ignored by gooogle.

Links pages generally are not showing up as backlinks because they probably don't have enough PR to pass to those other pages that they list. (I.e., too many outgoing links on that page.)
