When I Search For My Domain (Without .com) It Appears At # 10 Same Thing For Exact Title. Is This A Penalty? And If So, What can I Do About It?

No it doesn't mean a penalty.
Google just considers other sites better qualified for that keyword which just happens to be the name of your site.Same for the title.
Relax. :)

Actually, it could be a bad thing, however your site name would have to be completely unique.

But like the others said, if your company name is one or more common dictionary words, then no its ok and with improvements to your site, link and etc, it will get better and probably become the top.

I was talking with a friend of mine on Sunday who owns a one word domain, i.e. widgets.com. For this word Google returns 52 million results, he was moaning about how somedays they are #1 and some days they are somewhere else in the top 5. Some people just don't know how great they got it.
