How can we get the dynamic urls indexed?

I am new to this forum, and have some questions on the issue that spiders can not crawl through dynamic urls.

According to the google guidelines, it will help the spider if we keep the parameters short and the number of them small in the dynamic URLs.

The url below is indexed in Google. Does it follow the guidelines? Or there are somethings else that we can do to index our URLs if they can not follow the guidelines? I also found that some other sites will similar links can not get indexed.

What are the maximum number of parameters that we can have and what are the maximum number of characters that we can have for each name and each value? It will be good if we can get more information. Thank you very much.
