Alt Tags are designed for people with text browsers.
Should I repeat words in the text that they see?
I think you've declared yourself as making your website tailored to Google and not part of the community of your visitors.
Have a read of [google.com...]
and in particular...
"Make sure that your TITLE and ALT tags are descriptive and accurate."
"Make pages for users, not for search engines. "
The way to attract Google to look at your keywords is to provide pages that cite the keywords as part of the normal text that a visitor reads.

how many time can i repeat my keywords in my alt tags before its spam?
Did you mean how many alt tags can I have my keywords in, or how many times can I repeat my keywords in each alt tag? These are two separate issues.
