Relation between inbound and outbound links?

I've made an experience and want to ask if anybody has observed the same.

If a page has more outbound links than inbound links Google doesn't count the outbound links as backlinks and they have no effect to SERPs. Although PR of the pages is higher than 4 or 5.

Can anyone confirm or deny?

All my pages, except for the index page, have more outbound links than inbound.

They all have PR, and they appear as backlinks for the pages they link to, provided their PR is high enough to show (mostly it is).
