on an index page I wont to alt tag 3 different images, but all with the same alt tag text.
does google consider this spamming, over optimizing ect ..

IMO quite likely, particularly if the contents of the alt tag either is the same as or contains a phrase from the title tage which would no doubt be optimised throughout the rest of the scoring zones within the page.
Sorry that was a long sentence but it says it all or at least most of it.
Try searching this forum for "OOP" and/or "Over Optimised Pages".
