One-way Inbound links affected in parallel or serial?

I have heard repeatedly that Google may downgrade links between sites that are in the same web host DataCenter (Datacenter being defined if you use the old definition as being separate Class C IP address).

So if Site A links to Site B, and they are in the same data center, Google may penalize the link because it might be a single owner mini-net.

But what about one-way inbound links?

Does the same alleged penalty apply to one-way inboundl links?

Suppose I have two one-way inbound links (not reciprocal) from two sites who happen to be on the same datacenter. Different domains, different domain owners, but using the same web host.

Do you think Google will grant less weight to these two inbound links then if they were coming from sites on two different data centers?
