Any difference in Stemming for Phrases vs single Kw's?
Google is distinguishing between plurals for single word searches.

Has it been noticed before that Google distinguishes beteen plurals and singular for single word searches, but doesn't appear to as much for phrases?

I haven't noticed the word/phrase difference, but as far as I can tell it's not stemming as such (otherwise searches like 'webmasterworl' would be more different).
Note that advisory and advisories are in bold if you search for 'cert advisory'.

Yes, that was my point. Using your example, when searching using the single word "advisories" only advisories is bold when searching for "advisory" only advisory is bold, but when searching for "cert advisories" advisories and advisory are bold. Google appears to only use stemming for phrases not single words. It is the same for all key words and phrases. try "Cat" "Cats" and "Big Cats" as another example.
