Do Google adwords help Google rank?

A site ranking #1 for a give search phrase - it also has a paid ad at the very top.

Does the traffic to this site generated from the paid ad get monitored, and in turn help the page rank due to this traffic?

I guess the main issue here is: does Google track traffic from it's own pages/other Search Engines' pages, and does this affect the page rank?
