Pulls in a PR9. How can the Google Directory, which is linked to off the PR10 home page of google.com, not able to show at least a PR9? It ain't like google.com has a ton of links on it. I count precisely 12 at this moment.

I don't know the answer to your question, but I'd sure like to have a PR 8 site to play around with for awhile. :)
However, when I click the link from Google's Home Page I get [google.com...] which is obviously a bad neighbourhood.;)

There are several ways to get to directory pages. Like clicking a directory link in the serps takes you to [directory.google.com...] rather than [directory.google.com...] PR1 instead of PR6.
Anyway, as pointed out the directory is PR10.

Now if they would just update it.

my site was removed from dmoz in may of last year. It was removed from the google directory in August I believe. It still has the description and category attached, however, in Google serps. Fine with me though, just for the real estate value.

I had to become an editor to get my site included in Dmoz :(

Why cant they just bring down the directory if they cant keep it updated?

They shouldn't bring it down because it does more good then bad right now IMO
