The order in Google backlink info

How the order of sites shown in backlink info determined?

Is there any factor/factors that determine in which order would Google display the backlinks when we check for the back link info of a site in Google?

Definitely it is not by PR, as I have seen many high PR sites shown at the end after many low PR4 sites. If there is any factor that determines the order, will knowing that help in our linking strategy?

The order was used to be sorted by PR till a couple of months ago. But they seem to be more mixed up now because, as I think, they want to make it harder for people to see where a site gets it's PR from and buy from the same site.

They were never sorted by PR. They may be sorted by when the master cache page enters the index or something obscure, but there isn't anything useful about the order and there never has been.
