Getting people to link to ones site - wich PR counts? The one from the page that contains the link og the PR of the site?

The page that the link is on is what counts. No such thing as site rank as such, it's by the page.

You should always try to get a link from the highest ranking page on a site. Also, if you can, try to keep it within the same theme.

However, any large site should have most of its pages with a decent rank (e.g., CNN.com's article pages should have a high PR).
