definitely not google penalized?

From what I've read, if your site has a PR0 (with good links to it), it might be penalized by google.

I have a new domain that I recently registered like that, but it does show up in the google SERPS for the title of my holding page.

Does that mean this domain definitely isn't penalized (the internet archive said it was owned before) and that the PR could still build up over time?

Rodney, I would send an email to webmaster@google.com with "Reinclusion request" in the subject. Explain your situation and it should be in within a couple of weeks.

Rodney, if it's just been registered and put up what it probably means is that it just hasn't been up long enough.

And if all it has is just a "holding page" it needs more pages on the site and several inbound links before you can come to any conclusions.

If a site is "banned" it just isn't in there. If it's turning up in the SERPs it's included, but they'll need more time and more to work with than there's been so far. PR doesn't show up on the toolbar overnight.

Is a PR0 always a penalty? What is the difference with a gray bar?
Since I have put my site on the web it has PR0. I'm sure that there is nothing wrong with the site. I think I just need some more backlinks. But I'm still not indexed in Google after more than two months.
Is it time to worry?

Gray bar means it's not in the index altogether. A penalty can mean any number of things, loss of PR, devaluing or dropping down - or loss of position.

No, it isn't time to worry and most of the time PR0 isn't a penalty.

If the page is only up two months it's too soon to be ble to tell anything, really. There has to be enough PR coming in to the page for any to show, and it has to wait to be calculated and showing on the toolbar. Sometimes there just isn't enough PR coming in to a page for any to show and even when there is it does take time.

How many links are there to your page, what's the PR of the linking pages (the pages the links are on, not the homepages), how many links are on each of those pages, and does it look like those pages are passing on PR to other sites listing them in their backlinks?

It probably is just a matter of time...I figured I should double check in case there was some definite sign of a penalty that I was missing.
