Can't Get Listed, Not Penalized

My local political party's site is based on the free software which uses the cgi-bin and a index.cgi file as its front. For some reason I am totally unable to get the site listed though it has been up for three months and other sites I have created after that are in and have good page ranks.

I wrote to Google and they told me the site was not penalized. The main URL is a PR0 and has a cache from November. It is just a forwarding page using the metatag refresh, and I am going to in the next few days put some content on it.
