town/services.htm or town-services.htm?

Which one is better?

Which one is better for Google?

It's better for me to have 'www.example.com/town/services.htm' as for my site organization. But it seems that Google prefers 'www.example.com/town-services.htm'.

Any idea? Thank you.

not really. both of them are counted as seperated words, so either is OK. If you have more than 1 page to be named under 'town' then make it directory like town/page.htm ... else town-page.htm is fine too.

My best choice would be www.example.com/town-services/ for the index page (www.example.com/town-services/index.htm)
