iFrames and PR

Will Links in a iFrame get PR from the page the iframe is on?

I have an iframe that calls a PHP page that generates links from a database on a text link swap site that is themed with my website. The other sites that are members have very good page rank and it would be nice to be included in this program.

The problem is that my pages are shtml and in order to use the code I need to use SSI or iframes.

The admin of this program does not want to include my site if I use iframes. I guess he feels it wont pass PR?

If I use SSI and call the PHP my page bacground color is lost. I am using templates in Dreamweaver and SSI seems to play havok with this.

If I change my index to a PHP page, what will this do to my current pr of 5 and what other negatives could I expect?
