Does this help to have a title in text link?

I saw someone add a title at the text link, the function is similar as the image alt feature, does anyone has any experience with this?

Yes it helps a lot, more than you could ever know. That is if you are disabled using a text reader system.

But yea, it's considered useful for SEO, don't get too carried away though. Try to correctly tag a link if there should be more info than you can put into the link text.
