3rd Party Spam Filter for Google

It has become commonplace for 3rd parties to provide "spam lists" to email services, as a quick way of removing spam email from inboxes.

Google, or a meta-search engine that uses Google introduces a spam list. It would need to be created manually. Users of the search could submit a search result URL that contains spam in the top 10. They couldn't submit individual websites.

Websites can pay to be removed from the spam list (this already happens for email spam).

Granted, there are many more spam websites than email servers, but as a concept, could it work?
