If I put a link from a german site to an english one (the two sites are related but their content is in different languages) does this hurt sites' ranking in Google? Does help? Are such links saw as relevant by Google?

One of my sites has links from a handful of non-English sites, and if there's any negative effects from the language difference I can't tell.

The difference in language likely makes it harder for search engines to perceive themes and relevance, so there might not be full credit in that regard, but I'm pretty sure that whatever PR each link can deliver flows without problems.

My opinion: If it would make sense for your visitors, don't hesitate to link the sites.

Same here, no issue interlinking between languages.
Imagine all the DMOZ clones and licensees would be hammered if there was a negative effect...
