Mirrored my site and now in Google - penalty?

Hi,
I am at a total loss of what to do.
I built two pages for a directory (and paid them) to have them include on their site. I gave them the pages by creating them and sending over a link so they could copy and paste information onto their site subpages. I do not have these pages on my site, they were intended for that site only.

They have done this:

I wanted them to copy and paste html...that's all. On top of that, they grabbed my entire site, and now my site is gone from Google, and ranking number one on their site url.

First of all, is this viewed as mirrored and therefor banned?

...and second, I did not want them to grab my site, only the pages I created for them and only by copying and pasting into their url.

Please, any advise...they are in another country and difficult to communicate with.

I wouldn't think of penalties as such, merely that Google merges 100% identical pages (and holds back very similar URLs unless you use &filter=0 in the results URL).

If it's the former, then the other page has inherited your backlinks and cache:[your domain].com/pagename.html would say "This is G o o g l e's cache of [their domain].com/pagename.html

In that situation, changing your page just slightly (even adding or removing a "." character) would get the URLs de-merged. The other site may still beat you for your key phrases of course.
