If a site for instance with 3 or 5 different URL and gives out the same identical page, that is considered spamming is my understanding!

Please fill in any comments if you can.

Here's a good example how a trick can be implemented yet get a well accomplished result as everyone else seems oddly got hit bad by Googles recent update far more severe than November and everyone one else tries to pull there eyebrow with a conclusive deduction what Google is up to or figure out what remedy lies ahead. But one special website I can say beyond reasonable doubt as I check a few seconds ago and for the past 2 years which according to Google posted 200 thousand site for such a keyword and inspite, 2 or sometimes 3 sites as mentioned above competes with each other posting id and not similar, but the same page with different URL all belonging to the same website, yet they are there while you and the rest of us here wants that high ranking position in Google and each update, dance is always a worry factor.
We (us) wonder how on earth is that possible, apparently when no links exist on this site in questioned, inbound or whatsoever!
We do not know how substantial nor how this may count or play but here is one noticeable example as one site has [widgets.net,...] another as [widgets.com...] and another
[widgets.org...] and even one has .uk and the list goes on.
Title reflects one keywords out of 4 words sentence for all the rest of duplicated site, description seems clean from multiple used of keywords. We couldn't find any deception as hidden text on the site itself. Diversification was applied well as we track main URL being index in DMOZ as .com and 2 are with Google but of course duplicated content bearing all sites index and ran neck and neck against each other in pr ranks. One site specifically is under Inktomi as well.
Optimization can't possibly be a factor too since this
website never had any changes might it be minute for the last two years.
The site was deleted by DMOZ after one or two or three competitors gave several complaints only to remained absent, barely noticed since it was reindex once again after 2 months and thereafter withstood any update dance one can imagine and remained not just top but being first two of that keyword result which both being of the same duplicated site belonging to one and only website and shy by two click pages away there again lies a sequence of another site also bearing identical content with a diff. url but the same domain name.
We tried and as with many competitors requested Google and Dmoz to step up hopefully an immediate action towards the demeanor of this website and the last recent posted complaint aired to us by one competitor was yesterday.

Can anyone share some thoughts about this likelihood or is this a hi-lite factor that
can really withstand any possible algo that may be at hand future wise as with Googles future update, dance or what not! Meaning, this
probable trick, although bad and wrong can alter one website position as pr is concern!

About the penalty, how far behind is Google before drastic punishment is enforced!
