I have two questions here in fact..
1) What'a an effect of outbound (external) links from a webpage to its PR, if there was any effect?
2) What's the PR "real" range, not that 0-10 range?
Everyone know that one link from a PR7 webpage can raise any other page to PR6 (if the first has a suitable number of outbound links, of course!), while applying the PR formula on that latter webpage, it wont get more than something like 0.1 PR!

The ToolbarPR is an interger value which is related to the real PR on a log scale, e.g.
real PR <-> ToolbarPR
<1 : 0
1-10 : 1
10-100 : 2
...
There are different opinions about the value of the logarithic base (which is 10 in the example above) ranging from 5-23. I like the higher value.
