Does Googlebot crawl through links in a drop-down menu?

Depends on how you achieve them. Since alot are client side javascript - no.

Just create a "sitehamp.html" that is linked from your pages that spiders can use to get the full links ot anything in your dropdown menus if you wish them to be spidered.

I found that Google gets the text but not the actual links.

GB will follow all "Links". Links are everything in the format [yoursite.com...] I'm not sure if /page.html also works but it's possible. But nevertheless I'd also suggest you using a sitemap.
