I've been checking all my terms for multiple subject sites and can't find any fresh date tags for anyone's sites.

Don't know. What I can say is that there are fresh tags in the www-in.google.com listings.

Sure, it means those pages haven't been updated by Google for a while.

It can also mean that those pages have the google no archive tag in them.

Not exactly, since the listings I'm looking at in www-in.google.com and www.google.com have both been updated at the same time but only have the fresh tags in www-in.
