How does google know what URL to use

Trying to get google to dump old company url

We have one web site that is pointed to by two url aliases

lets say widget.ca and widget.com

Google still lists our widget.ca site, despite the fact, that over the past few years we have converted most of our links over to widget.com, and most of our traffic now comes from widget.com

The only major holdout is, dmoz, which has ignored my change request 3 times over the past two years.

301 redirects are not an option, as their is a long story behind this one, which is mostly technical.

I always thought, that when two urls point to the same website, Google chooses the most popular url, and screens out the less popular url. Well my widget.com has been way more popular than my widget.ca url, and google still hangs on the old one.

Any sugestions, other than 301 redirects.
