Image folder names affecting rankings?

A site popped up out of nowhere to claim 1st position in my most competitive phrase. The site has no backlinks, is not optimized, and is linking above my own PR6 site.

After looking at the code I noticed one thing: all the links are in a folder entitled "Phrase 1 Phrase 2".

eg. <a href="http://site.com/page.html><img src="Phrase1a Phrase1b Phrase2a Phrase2b_files/image.jpg" border=0></A>

It is not optimized in ANY other way.

Google hack? If I were to do something like this do you think it would be dangerous?

how competitive is your most competitive phrase?
how many keywords? how many serps?

two word phrase - 1,490,000 results.

interestingly enough there phrase2 does not do well on its serps as it is:

blue widget_file/

Note that this would only be possible on Win2K servers.

Let me ask you a question?

Did you Save the website to your computer?

Then opened it up for further investigation?

If so the folder you speak of is the "Title" of the website and the folder is on your computer, thats why its named blah blah blah _files/pic_1.jpg ect. ect....
