Multiple keywords required to find site pages

Since the Florida update I have discovered that one must now use 6 keywords (a 3-word city name plus 3 keywords) to find my index page and 5 keywords(a 3-word city name plus 2 keywords)to find my internal pages. Before Florida one could reach my index and internal pages with 4 keywords( 3-word city name plus 1 keyword. The problem is that hardly any one uses these extra keyword phrases to find the type of content I have on my site.

My site is a destination travel guide site in which the first 3 keywords are the name of my city. Practically everyone searching for travel related information in my city preceeds their search phrase with this 3-word city name. The next word in the search term is generally the subject of what they are looking for, e.g., hotels, motels, attractions, etc. The problem is for most subjects it only takes 4 keywords to find the target page and since Florida my site is not being found for these searches. However, a few pages such as night life and seafood festival, do require 5 keywords to find and when they are used the subject page comes up near the top of the SEREPS like before Florida.

My site optimization meets Google's guidelines with the possible exception of incoming links in which the anchhor text is the same as the text in the title of my inndex page.

This appears to be the result of some kind of filter. I don't know what aspect of my site is triggering this filter. Any thooughhhts?
