Are major affiliate tracking programs penalized?

There have been so many posts about the latest Google update that I may have missed discussion on this. If so, apologies.

Is there anything at all to my unscientific observation that sites containing mostly links tracked by CJ or LinkShare (qksrv and linksynergy) have been bumped down in the serps?

If you have been tracking such sites, what are your observations?

I don't have any evidence to say that links tracked by CJ or LinkShare (qksrv and linksynergy) have been bumped down in the serps. I have several sites with such kind of links.
