How does Google read a page refresh

I seem to recall (but I could be wrong) that GoogleGuy said that PR was transferred by redirects of this sort. After a quick search, I was unable to find anything useful. Can anyone confirm this?

One of my sites runs like this - the domain name is parked with an immediate refresh to a free ISP.

What does Google see?
The domain name is listed in Google along with the content of the page it redirects to. Which is nice.

The free ISP homepage is completely absent from the SERPS, and when I search for it by typing its address, Google offers the cache to me with the address (the domain name) that redirects to it, not with its free ISP name.

This means that the free ISP homepage truly is missing, or rather it's one and the same as the domain name that redirects to it. No duplicate pages to confuse the Google user....

As far as I can see absolutely no PR is lost - the site does really well - it's #1 for my chosen keyword pair, and as a bonus, for a couple of others too. And there's nowhere for the PR to leak to - there are no corpse pages lying around!
