PR7 for a v bad web site

No doctype, not html tidy..

Hi,
I run across a web site that has a PR7 and it is v awful html wise. It has few links from a low rank pages.

Style tags and meta tages were mixed in the header also.

I noticed one special issue about it. They put a lang attributes for the kyword tag.

<meta name="keywords" lang="ar"

What do you think?
