Incoming links from sites using an .asp or .cgi counter

Do they work?

I am sure this has been discussed before, but do sites that have .asp and .cgi counters work?

For example, if a site links to me like this:

[domain****.com...]

or

[domain****.com...]

I have been doing a lot of back link checking from sites like this and I am not sure if I can see if they are a driving force for search engines or not.

Any thoughts?
