I gathered some links for one of my sites that I am optimizing these days and most of the sites linked to me from links pages. For quite some time now, I haven't seen any difference at all to my rankings. Earlier I thought that since some pages are PR 0 so it will take some time for the link text to be factored in, but not all the linking pages were PR 0 and besides, it's been quite long now. Some people, including me, have thus begun to feel if google is found a way to make out what links are coming from links pages (may be it checks if there is any content on the page in addition to the links. If there isn't, it's a links page). Any thoughts?

It's just for the benefits of nuts like me who are not all that smart as you are and run shouting "sky is falling!" I thought I should make known that the sky above me is just there and so I regret the alarm I raised.
It certainly does not mean "links.htm" were not being counted for Pagerank. That is because the links pages did have PR on them.
To see what a penalty is like try this search query in google :-
allinurl:themeindex.htm
Look at the PR of these pages. I would be surprised if you would find any PR on those pages. HTH :)

Agree. It has been said here many times, and I believe by 'The Google Guy' that you should just make your site user friendly to your visitors. Having all related links on one handy page for people learning about your subject makes it much easier for them to find additional information on what they are looking for. Now maybe if there are 10,000 links on one page, that could be a RED flag.

My site was one that dropped dramatically. I know it will take me a while to get it fixed, but if anyone here with more experience can share their knowledge with me, I would be grateful.
