Is it me?
google.co.uk presents a google UK logo

www.google.co.uk presents a google UK logo PLUS a pair of radio buttons to search the web or search UK.

Can someone explain what's happening?

Interesting. google.co.uk searches the entire web as far as I can tell - I thought without the option it might default to searching only UK web sites. Curiouser and curiouser said Alice.

Always been US default as far as I know, your choice for UK only. However I do wish it was default UK with a choice for US.
But Google is US so........!

However I do wish it was default UK with a choice for US

... the only problem being that I still get the impression that the majority of "content rich" UK sites have either .com extentions or are hosted in the US (where it's still much cheaper generally). Slightly off subject topic I know, but important IMO.
