Why do <PR4 lnks show in results?

Sometimes, I see a site in Google's results and I check to see how many backlinks in Google it has. When I visit some of these backlinks, they don't have any PR - it's either white or a gray bar. How can these count as links with such low or no PR?

What you see is the TPR (Toolbar Page Rank).
It is updated about once a month.

The sites most probably already have higher PR which isn't yet displayed.

Yes, but if I check the top five sites, for example, it's like that for all of them. I can't see that happening by coincidence.
