One of the most easy way to get thousand of links is to BUY them. Maybe paying 100-200 get you linked from 2000+ pages?! less or more ...

So, I personally don't think Google will penalized the 'advertiser' but I think it would be possible for Google to easily reduce or even eliminate the weight of the links send to the 'advertiser'. What do you think?

Regarding the question asked in AthlonInside's original post I can confirm on this latest backlinks update I have seem a lot more PR selling sites loose their PR passing power.

Some even relevant to the ad's they are showing, so I think the answer to this original question is a definite YES, they are acting on bought links - and looks to me like it is at an increasing pace!

Google does not care if you pay for links or not, a free link from an unrelated PR8 site is just as worthless as a paid one regards rankings.
But the high PR link will encourage "freshie" Then only you can decide how to utilise this bonus -;)

I believe the next move would be against link exchange scheme under famous paid services. :) Actually I have seen some effect few months ago. Those guys from GooglePlex will definitely work harded as the algo will be more complicated on detecting links over a same domain (in the case of links buying).
