Do I risk being penalised?

In a ideal world I'd love to do this:

I would like to point my 10 websites ALL at the same "links page".

So all my 10 domains (with seperate unique content) have the same links page, on a seperate domain.

Therefore the links page would have lots of links to it, get a reasonable PR - to give some people the incentive to want their links on it.

So I'm interlinking ALL my domains to one links page.

Is this naughty?

Would I potentially be penalised?

The links back would link to my specific domains, one by one, in turn.

I hope this makes sense, it is difficult to explain.
