This may be an obvious question but I don't want to make any assumptions here.

If someone searches on google for kw1 kw2 kw3 in that order, and on your website you have kw3 kw1 kw2 can you still get a top ranking or would sites that have what the person searched for exactly come up at the top of the list?

You can still do extremely well, and yes, crack No 1. But it's gonna be harder.

Think of some common two word phrases, reverse the words and search for them. You'll see some interesting results.

The biggest help you can give yourself is if your page is about 'blue widgets' but you also want to top 'widgets blue' is to use the words in that order at least once on the page, and the words' other occurences on the page will help carry them.

A sentence break can be very helpful in making the reverse work, eg:

....our top quality widgets. Blue is a popular color...

Just takes a bit of creative thinking.
