A site that went live on May 13, 2003 still has zero PageRank showing on the Google toolbar, and it has had several PR6 links since it went live.

When was the last time Google updated PageRank for new sites?

I've got a high 6 for my main page and it's been bouncing from 6 to 7 to 6 to 7, etc... for a few days now. It's driving me nuts.
