i still wonder what the requirements for being listed in for example a UK-only search at google.co.uk are
is it the nameserver for the domain, the domain itself, the meta-language tag?

Part of it is the name server and part of it is the ip address used to host the site.

Can't confirm that. At least for Europe, excluding UK, it's IP only, if the TLD is generic.
A site with local nameserver and foreign IP will not be included.

It's just making things more complex.

Here's the getting listed in the uk search engines [webmasterworld.com] thread which indicates keeping it simple.

Whatever Google does today might change tomorrow. That's why I recommend getting local hosting along with local TLD whenever possible.
Unfortunately it is not always possible :)
Getting local TLDs is for some countries very difficult.
