How to tell Google that a .com domain is relevant for Austrian searchers?

Hello,

I've got a .com site that ranks quite high in Web-searches, searches for German language pages and searches for "Pages from Germany".
The company is located in Austria - still, I seem to attract German users only.

Even though I rank high on a specific phrase when doing a "Pages from Germany" search, I don't seem to appear in the SERPs at all when repeating the same search with the "Pages from Austria" option.

What can I do in order to appear in the "Pages from Austria" SERPs?

The home page is a PR 5.
Any thoughts are appreciated.

(Sorry if I chose the wrong forum - I posted here because my question does not concern other search engines than Google)

Martin, I bet your site isn't hosted in Austria?

Current rule for inclusion into results from country x:
- local TLD
and/or
- generic TLD with local hosting/IP

Yes, that's correct - the web server is located in Germany.
