Almost everybody is doing this.

[edit]It won't help your PR. It will just make it even for all sites/pages.[/edit]

If you will be crosslinking different sites this way, expect the Google Death Penalty.

I agree. Don't crosslink your sites. You can use the footer for outgoing links though. If you have outgoing links on your subpages to the home pages of sites who agree to link to your home page from their subpages it could help your PR and ranking.

Is this true with all cross linking, or just sites that share same IP addresses? What if the sites are unrelated, in different geographic regions? Why is this different than reciprocal linking? Any specific from Google that supports this?

I see it everyday, sites that belong to massively interlinked networks. Somtimes the links are in full view, sometimes semi-hidden in the footer/copyright notice, sometimes hidden in rows of tiny gifs at bottom of page. Almost the first thing I do when visiting a site in my country/area is hit Ctrl + A and scroll to the bottom to see which web promotion/design/seo company they belong to.

It doesn't seem to do them any harm at all. How much it benefits them I'm not too sure. Most are very poorly optimised on page and so the PR gained may go to waste a bit. I go it alone and beat the cr*p out of them most times.
